The GEO application for off-campus study consists of the following components as part of the “Pre-Decision” checklist. Please review each section carefully so you’ll be prepared to sign and submit your application.
Applicants will need to agree to the following:
Acknowledgement of Costs, Financial Obligations, & Refund Policies Associated with Off-Campus Study
The College of Wooster (COW) offers students the opportunity to study off campus for one (1) semester as part of their four-year academic degree. The semester program must be approved by the Global Engagement Office (GEO).
Students incur financial obligations when they study off campus. This document will help you understand what costs you will pay and to whom, and the financial obligations you incur. Please read this agreement carefully. You will be held responsible for the information it covers.
VERY IMPORTANT:
Funding for your program’s tuition differs depending on when you first enrolled at The College of Wooster. Therefore, pay special attention to the tuition section of this document to determine whether the Study Abroad Allocation (SAA) pertains to you.
- If you have any questions about the information in this document, please seek clarification from your advisor in the Global Engagement Office before submitting it.
- Indicate your understanding and acceptance of the obligations outlined by submitting the document.
- Then use the information included here to complete the GEO Budget Worksheet.
- When complete, upload the GEO Budget Worksheet to your GEO Application.
- Note: GEO cannot approve your application until you submit the GEO Budget Worksheet.
- If you need assistance with completing the Budget Worksheet, make an appointment with a GEO staff member or peer advisor; they will be happy to assist you.
What about an Additional Semester of Study Away?
As noted above, College of Wooster students may study abroad for one (1) semester as a College of Wooster student.
Students who wish to study abroad for an additional semester must apply for a Leave of Absence (LOA) to be off campus for the second semester. Students on a LOA do not receive financial aid and are responsible for paying all fees associated with studying abroad directly to their program.
What if my family or others have questions?

Your family (or those helping your finance your experience) is also welcome to contact the Global Engagement Office if they have questions. While GEO can not provide personal information, GEO advisors can describe how the process works.
Semester Study Abroad Costs
Wooster partners with other institutions and organizations (called “program providers”) to offer study abroad opportunities. Our partners are carefully selected and have a history of offering safe, high-quality programs.
Important: Each program provider will outline program costs (program tuition, room and board, student visa fees, etc.) on their website. If the provider lists one all-inclusive fee, notify GEO and we will request a breakdown for you.
Off Campus Tuition Benefits for Students Enrolling at COW for the First Time in Fall 2025 or Thereafter: Study Away Allocation (SAA)
College of Wooster students may study off campus for one (1) semester with approval from the Global Engagement Office (GEO).
- Students studying off campus on a semester program are charged Wooster’s regular semester tuition. Find Wooster’s current tuition here. (Note this webpage shows tuition for the full academic year; to determine semester tuition divide this amount by two.)
- Wooster’s Study Away Allocation (SAA) covers off-campus program tuition for one semester up to $18,500. If the program’s semester tuition is more than $18,500, Wooster will charge students the difference.
- Example 1: If a student chooses a program with tuition of $16,500, Wooster will charge the student regular Wooster tuition only.
- Example 2: If a student chooses a program with tuition of $20,000, Wooster will charge the student regular Wooster tuition and a surcharge of $1,500 (program tuition of $20,000 – the SAA of $18,500).
- In both examples, Wooster will then pay the program’s tuition in full on behalf of the student.
- Note: More than half of COW’s approved programs have tuition less than or equal to the Study Away Allocation.
- The Study Away Allocation amount is subject to change on an annual basis.
Off Campus Tuition Benefits for Students Enrolling at COW Prior to Fall 2025
College of Wooster students may study off campus for one (1) semester with approval from the Global Engagement Office (GEO).
- Students studying off campus on a semester program are charged Wooster’s regular semester tuition. Find Wooster’s current tuition here. (Note this webpage shows tuition for the full academic year; to determine semester tuition divide this amount by two.)
- Wooster’s will cover a study abroad program’s semester tuition costs up to Wooster’s tuition.
- Example 1: If a student chooses a program with tuition of 16,500, Wooster will charge the student regular Wooster tuition only.
- Example 2: If a student chooses a program with tuition that is $2,000 higher than Wooster’s tuition, Wooster will charge the student regular Wooster tuition and a surcharge of $2,000.
- In both examples, Wooster will then pay the program’s tuition in full on behalf of the student.
GEO Administrative Fee:
Wooster charges a one-time GEO Administrative Fee to support maintaining study abroad programs.
- For semester programs the fee currently is 3.5% of the annual comprehensive fee.
- For summer programs the fee is 3.5% of summer tuition.
- Wooster does not charge an Administration Fee for its own TREK programs.
Room and Board:
Students do not pay Wooster’s room and board fees while studying abroad.
- Most program providers will bill Wooster directly for housing and meal plans (if applicable). Wooster will add these charges to your student account. If you receive a room and board invoice from your provider, please check with Wooster’s Student Accounts Office to avoid paying twice.
- If the program does not include a meal plan, students will be responsible for buying groceries and preparing their own meals. The program provider should provide an estimate of grocery costs for the duration of the study abroad program on their website.
Non-Tuition Expenses:
The program provider may bill Wooster or the student for things such as health insurance or additional costs for single occupancy or premium housing. If they bill Wooster, Wooster will pass these costs along to the student via their student account. Otherwise, the student will pay these charges directly to the provider. Feel free to check with Wooster’s Student Accounts Office to avoid paying twice.
Each provider outlines these types of charges on their website.
Miscellaneous Costs:
Students are personally responsible for costs such as visas, passports, airfare, immunizations, excursions, sightseeing, and daily living expenses. Sticking to a budget is an important part of the learning process.
Please note that the College of Wooster does not have funding to assist students during their time abroad. Should students face an emergency while off campus, they would need to rely on familial or other sources of support.
Program Deposit:
After acceptance into their program, students pay a non-refundable deposit to their program provider (typically around $500). At time of invoicing the College, the program notes that the deposit has been paid. Wooster then credits students for their deposit and applies it to their Wooster’s tuition.
What about Financial Aid?
- Federal Financial Aid (excluding work study) applies to study abroad through the College of Wooster.
- Wooster institutional aid (sometimes referred to as “Merit Aid”) will be applied to one semester of off campus study, but does carry repayment stipulations should the student not return to the College of Wooster as outlined below.
- Students should be able to determine how much they receive in federal and institutional aid by viewing their student account. If they have questions, they should contact the Financial Aid Office to verify.
VERY IMPORTANT: Mandatory Repayment of COW Institutional Aid
Any student utilizing Wooster institutional aid for off-campus study must return to the College of Wooster, register for classes and complete those courses during the semester immediately following their off-campus experience.
Note: This aid is sometimes referred to as “Merit Aid”.
If a student does not return to The College, register for classes and complete those courses the semester immediately following their off-campus experience, the student must repay the College for the full amount of institutional aid they utilized for their study away semester.
- The College will extend a one semester grace period to students who take a Leave of Absence (LOA) to study away for a second semester. If they do not return to the College after their Leave of Absence, however, they will be legally responsible for repaying the full amount of institutional aid they received for their first semester of off-campus study.
- The Business Office may grant exceptions for students who return, register for and start classes, but must withdraw during the semester due to documented medical reasons or other verified exceptional circumstances.
- Completion of the GEO Budget Worksheet will provide students with an understanding of the amount of institutional aid that they would be legally required to repay.
Scholarships:
Scholarships are available from Wooster, providers, and external organizations. Visit the Global Engagement Website for scholarship possibilities.
Non-Endorsed Program Petition Fee:
After speaking with the GEO Office, students may petition to participate in a non-endorsed program. If GEO’s Faculty Advisory Committee approves the petition and the provider accepts our student, Wooster will charge students an additional GEO Petition Fee of $500.
Tuition Exchange Benefits:
Students studying at Wooster on a tuition exchange may use the tuition benefit, but it only will cover program tuition up to the Study Abroad Allocation, regardless of when the student first enrolled at The College of Wooster. The Tuition Exchange benefit does not cover room, board, or fees.
Billing Timeline:
- Students reserve their space on the program by paying their program deposit directly to the Provider and in keeping with the Program’s deadlines.
- Immediately prior to the start of the off-campus semester the College bills Wooster tuition and the 3.5% GEO Administration Fee. The College applies Federal financial aid and Wooster merit aid to the account.
- For students enrolling for the first time in fall 2025 or thereafter: Once the College receives the program invoice, the College will bill its semester tuition and any tuition over the Study Abroad Allocation (currently $18,500).
- For students enrolling prior to fall 2025: Once the College receives the program invoice, the College will bill its tuition and any tuition over Wooster’s semester tuition.
- Wooster credits the students for any deposits they have paid to the program.
- The College will also bill for the actual costs of any non-tuition expenses that the Program has billed to Wooster. The timing of these charges is dependent upon when the program invoices Wooster. This could include housing, meal plan, insurance, travel, and other non-tuition items.
- Please note that Wooster tuition does not cover pre-session courses.
- Housing options or upgrades or homestay options may incur additional fees from the Program. Sometimes the Provider will bill these additional costs directly to the students. Please check to make sure you are not paying twice!
Living Costs Abroad:
Costs will vary by location. Smaller cities or non-traditional destinations tend to be more affordable. Many overseas universities have student accommodations that include kitchen facilities, and students find that they can save money by shopping and cooking for themselves or with suite mates. On-site program staff are experts at helping students find free events and museums, affordable restaurants, and budget-friendly ways to explore the country.
Ultimately, how much a student spends depends on their personal budget and spending priorities.
Accessing Money Abroad:
Most students continue to use their U.S. bank account while studying off campus, but should check for fees charged by their bank for international debit/credit card purchases or ATM withdrawals.
GEO strongly recommends that students have a second credit card reserved for emergencies.
Students should notify their bank that they will be traveling; usually this can be done online. Otherwise, the bank may flag overseas expenditures as fraudulent and freeze card use.
Refund Policies:
Students are asked to commit to studying off-campus by April 30th via their GEO Compass Application portal. They would withdraw officially via the GEO Compass Application portal and by notifying their program provider. Note: GEO cannot notify the program provider for the student.
If they withdraw after April 30th and do not notify GEO, they may forfeit the GEO Administrative Fee.
Typically, no refunds are available after the start of a study abroad program. Furthermore, if the College of Wooster or any third-party deems it necessary to expel a student from the program the student will not receive any refunds and will be responsible for any costs incurred as a result of leaving the program and returning to the U.S. or their home country.
Students forced to cancel their attendance for documented medical reasons or a significant family or personal emergency prior to the program start date may be eligible for a partial refund of program fees. Students must submit proper documentation (physician’s note) to be considered for a partial refund.
Students who experience a medical emergency or another emergency that requires early departure from an ongoing program will be responsible for any additional travel and related costs that may be incurred. These students, however, might be eligible for a partial refund from their program provider. The GEO Office could assist the student in determining if a partial refund might be possible.
The College of Wooster Business Office makes the final decisions regarding any refunds from the College of Wooster.
Students are responsible for arranging with their program provider to complete any coursework missed as a result of early departure. It is the discretion of the overseas faculty and/or institution to award credits for coursework completed, and early departure from a program may result in credits not being awarded due to the amount of coursework missed or coursework that cannot be completed because it is fundamentally grounded in the environment.
The College of Wooster cannot award credit for coursework that does not appear on an official study away transcript.
Program Cancellations or Modifications:
Program Providers reserve the right to cancel a program before it has started or, in extreme instances, during the program if it is in the interest of the program and its participants. In such circumstances the provider may provide a partial refund or cover expenses related to early departure.
The College of Wooster will not refund airfare or other costs incurred as a result of program changes or cancellations/withdrawals. Students should keep this in mind if purchasing non-refundable tickets and should consider purchasing cancellation insurance to reduce risk.
Health and Accident Insurance:
The College of Wooster requires students studying in international locations to be covered for the duration of the program by health and accident insurance. Typically, the program provider works with an overseas insurer and will issue the student coverage as part of its program fees. It is the student’s responsibility to read and understand the extent of this coverage.
The student should understand that their program may provide the student, through medical personnel of its choice, customary medical assistance, transportation, and emergency medical services. The College of Wooster assumes no responsibility for any injury or damages that might arise out of or in connection with such medical treatment. Any expenses resulting from the provision of such medical services would be the student’s responsibility.
If the program does not provide insurance, the College of Wooster will purchase coverage through its international insurer and place charges for the insurance on the student’s account. It is the student’s responsibility to read and understand the extent of this coverage. The College of Wooster makes no representations or warranties regarding the adequacy or sufficiency of any insurance coverage.
The College of Wooster encourages students to keep their primary insurance in addition to any supplemental international health insurance policies.
Again, the student should understand that via this coverage the student may receive customary medical assistance, transportation, and emergency medical services. The College of Wooster assumes no responsibility for any injury or damages that might arise out of or in connection with such medical treatment. Any expenses resulting from the provision of such medical services would be the student’s responsibility.

Acknowledgment and Acceptance of Financial Obligations:
By submitting this form, I indicate that I have read and understand the financial obligations I am incurring by choosing to study off campus as outlined in this Agreement.
My understanding includes the use of tuition benefits and the Study Away Allocation, if applicable based on my enrollment date.
My understanding also includes the requirement to repay the College of Wooster for any institutional (merit) aid I utilized to study off campus were I not to return to the College of Wooster the semester during my off-campus semester, enroll full time in classes, and complete, those classes.
I submit this form to indicate that I will honor these financial obligations.

- I understand that The College of Wooster is not always present during my participation in the PROGRAM and is unable to guarantee my personal health or safety during my participation in an off-campus study program.
- I recognize that The College of Wooster makes no representation about the safety of off-campus study sites or living arrangements. Students choosing to go on the PROGRAM are urged to evaluate the specifics of the program site and living arrangements.
- I understand that there are certain risks associated with travel and residence in a foreign country or the United States, and that The College of Wooster and its faculty and staff cannot control these risks.
- I understand that these risks may include exposure to potentially serious health, safety and security hazards including, but not limited to the following: transportation and pedestrian accidents; storms, floods, earthquakes, and other natural disasters; infectious disease; inadequate medical care; remote access to medical treatment; criminal activity; armed insurrections; and terrorist activities.
- I recognize that the U.S. Department of State issues formal Travel Advisories for all foreign countries. I realize that it is my responsibility to consider carefully the dangers recognized by such an advisory.
- Furthermore, I understand that if the U.S. Department of State issues a Travel Advisory of Level 3 for a country, The College of Wooster may withdraw its approval of any program in that country, and I would not be allowed to study there.
- I understand that if the U.S. State Department issues a Level 4 Travel Advisory, The College of Wooster will withdraw its approval for me to participate in a program in that country. These advisories can be found at: https://travel.state.gov/content/travel/en/international-travel.html.
- I recognize that The College of Wooster’s endorsement of this PROGRAM signifies only its approval of the academic merits of the PROGRAM and that The College of Wooster may withdraw its endorsement if it becomes apparent that the PROGRAM cannot be carried out as planned.
- I understand and acknowledge that there might be inherent health risks associated with living and studying off-campus, and I agree that I am personally responsible for obtaining all information regarding health, medical procedures, immunizations, and medications appropriate to the program of study.
- I recognize that the U.S. Centers for Disease Control and Prevention issue formal Travel Health Notices to inform travelers about global health risks during outbreaks, special events or gatherings, and natural disasters, and to provide advice about protective actions travelers can take to prevent infection or adverse health effects. - I understand that in the event of a pandemic, The College of Wooster and/or my study abroad PROGRAM may put requirements or restrictions in place to mitigate the risks of the infectious disease. I realize that these conditions may significantly change the nature of my off-campus experience. Such conditions may include but are not limited to: requirements to wear a face mask; local, national or international travel restrictions; limitations on the size of social gatherings; inability to live with a host family; the need to isolate or quarantine upon arrival in-country; and so on. I understand that I am personally responsible for any costs incurred due to quarantine, program disruption, or program cancellation. I recognize that by signing below I am indicating my willingness to follow such protocols and to incur any costs.
- I recognize that The College of Wooster’s endorsement of this PROGRAM signifies only its approval of the academic merits of the PROGRAM and that The College of Wooster may withdraw its endorsement if it becomes apparent that the PROGRAM cannot be carried out as planned.
- I recognize that the U.S. State Department reports that criminals and sexual predators use dating apps and social media both in the United States and abroad to lure foreign visitors into meeting in public spaces such as hotel restaurants and bars, and then later assault, threaten, or rob the victims, and that police often do not make arrests or prosecute assailants in these cases. By signing below, I indicate that I will protect my identity and be cautious when interacting with those I do not know well.
- I recognize that The College of Wooster prohibits students from operating motor vehicles while on off-campus programs, and I recognize that The College of Wooster, its Board of Trustees, officers and employees assume no responsibility or liability of any kind for operation of a motor vehicle on such programs.
- I understand that The College of Wooster does not represent or act as an agent for, and cannot control the acts or omissions of, any host institution, host family, transportation carrier, hotel, tour organizer or other provider of goods or services involved in the PROGRAM.
- In consideration of being allowed to enroll and participate in a College of Wooster approved international or domestic program, I hereby release The College of Wooster, its Board of Trustees, officers, agents and employees from any and all claims arising out of or in any way connected with The College of Wooster global engagement programs and my participation in such a program, including, but not limited to the risks as outlined above.

- I understand that in the course of processing my off-campus study application, The College of Wooster and the Global Engagement Office may exchange information that is identified (orally or in writing) as confidential or is of such a nature that a reasonable person would understand such information to be confidential (“Confidential Information”); provided that Confidential Information shall not include information (a) generally known to the public, (b) already known, through legal means, to the institution receiving the information, or (c) legally obtained from a third party.
- I understand that confidential Information shall be deemed to include the non-public personal financial information, student education records, and other protected information relating to students in accordance with the Gramm-Leach Bliley Act (and the Federal Trade Commission’s implementing regulations), the Family Education Rights and Privacy Act of 1974, the Health Insurance Portability and Accountability Act of 1996, and the European Union’s General Data Protection Regulation.
- I understand that the College’s third-party providers and partner colleges and universities agree to use the other party’s Confidential Information solely for the purpose of facilitating an off-campus experience.
- I understand all entities agree not to disclose such Confidential Information to any person or entity other than its own trustees, officers, employees, agents, advisors, and representatives who have a reasonable need to know the information for purposes of fulfilling their obligations to their institution.
- I understand that in the event that an entity is required to disclose the other institution’s Confidential Information pursuant to applicable law or a judicial or government order, or seeks to disclose Confidential Information in connection with any litigation, alternative dispute resolution proceeding or regulatory proceeding, it may make such disclosure, but will notify the other institution in advance, so as to allow the other institution an opportunity to obtain a protective order or similar relief.

The College of Wooster does not collect this information, so GEO is collecting it to understand who studies abroad and how we can best advise all students.
Applicants will need to agree to the following:
- I understand that the Global Engagement Office will review my disciplinary record at The College of Wooster as part of this application process.
- I understand that if I am on disciplinary probation during the period of my intended study away program, or have outstanding sanctions, I may not be eligible to study off campus.
- I understand that it is my responsibility to complete any disciplinary sanctions prior to acceptance to a study away program.
- Should any aspect of my conduct record change prior to my departure, I must notify the Global Engagement Office by emailing my GEO advisor.
- I understand that failure to disclose changes to my disciplinary record could result in disciplinary action or removal from the program.
- I understand that if I am removed from my program due to changes in my disciplinary record prior to the start of my program, I am responsible for all fees according to the withdrawal policy outlined in my payment contract.
I have read and understand the statements above and acknowledge that the Global Engagement Office will consider my disciplinary record at The College of Wooster as part of this application for an off-campus study program.

Select a faculty member who knows you academically: you have taken classes from them before or they are your current academic advisor. They will evaluate your capacity to study abroad ad write you a recommendation.
Applicants will need to agree to the following:
- I have read and understand why the release of non-directory information may be necessary to ensure my admission to an off-campus study program. If I do not understand, I realize that it is my responsibility to seek clarification from the Global Engagement Office.
- I consent to give the Global Education Office permission to discuss details of my chosen off-campus study program with the host university or provider with whom The College has partnered to enable my participation in the program to which I am applying.
- I consent to give the Global Engagement Office permission to provide pertinent non-directory information to the host university or provider with whom The College has partnered in order to enable my participation in the program for which I am applying.
- I consent to allow The College of Wooster faculty and/or staff to speak to the person(s) listed as my emergency contact(s) regarding my participation on this Wooster program should a situation arise that The College perceives to be an emergency.
I have read and understand the statements above. By submitting this form I provide consent for The College of Wooster to release educational information as necessary and as set forth above to facilitate my participation in the program. This authorization is valid from the time I submit this signed document through a period of one semester after my off-campus program ends.
Please Note: If you do not agree, contact the College of Wooster Global Engagement Office to determine whether alternate arrangements may be made regarding participation in this program without the disclosure of “non-directory” information.
Your Academic Advisor can help you map out a Four-year Plan, and together, you can decide the best time to study abroad and which program(s) will enable you to stay on track for graduation.
Early planning is the key to successfully integrating an off-campus study opportunity into your four years here at The College of Wooster. We want you to graduate on time! As part of the GEO Application process we ask that you meet with an academic advisor to ensure that you can study off-campus and graduate on time, “Fillable” four-year plans are on the APEX website in Academic Advising (find the link to a 4-year educational plan). With your advisor:
- Review the GEO program you have selected
- Pencil in the classes you hope to take off campus
- Determine what course approvals you’d want to seek
- Ask: “Can I do this and graduate on time?”
- Upload the plan to your GEO application
Hopefully the GEO program you’ve selected will enable you to stay on track. If not, don’t despair! There are many high-quality off-campus programs, and GEO is happy to help you find an alternative program! Plus, now you have an even better idea of what major or graduation requirements you need to be able to fulfill during your off-campus experience!

Within your GEO application, you will need to answer these questions:
- What academic advisor did you work with to create your four-year plan?
- You must declare your major before you go. Have you already declared your major?
- What is your major? If you have not yet declared, add “intended” & when you will declare.

- In the case of a medical emergency during my off-campus study program, I authorize a faculty or staff member from The College of Wooster to release medical information to my parents, family members, personal representative under HIPAA, or other party responsible for my health and medical care in the event that The College of Wooster perceives that I need care or evacuation.
- If I authorize the release of medical information, this authorization is valid from the time I submit this signed document through a period of one semester after my off-campus program ends.
- I agree I will sign any required HIPAA authorization forms (or other medical releases required pursuant to local law) to provide health information to The College of Wooster in the event of a medical emergency.
- I also authorize The College of Wooster (faculty and/or staff) to speak to the person(s) listed as my emergency contact(s) and my Host University or third party program provider regarding my participation on this Wooster program should a situation arise that The College perceives to be a health emergency.
I have read and understand the statements above and, by submitting this document, authorize The College of Wooster to release medical information and speak to the responsible party in the situations described above.
GEO Budget Worksheet Instructions
The Global Engagement Office (GEO) is committed to helping students understand the costs associated with studying off campus and how costs are billed and paid.
Students are required to download and complete the Budget Worksheet pertinent to them based upon initial enrollment date at The College of Wooster (see below).
Students then must upload the completed worksheet to their GEO Program Application.
Download and complete either:
- Budget Worksheet for Students First Enrolling at Wooster Prior to Fall 2025
- Budget Worksheet for Students First Enrolling at Wooster Fall 2025 or Thereafter
Don’t Guess!
- If you have questions about your Federal, Institutional, or Merit Aid or Scholarships, speak to the Financial Aid Office to obtain accurate amounts.
- If you have questions about your program’s cost, search the program’s website carefully or contact the program advisor.
- If you still have questions, contact your GEO Advisor.
Upload your worksheet to your GEO Application.
If you submit an incomplete Budget Worksheet, GEO will contact you for a meeting to review the worksheet.
GEO cannot approve your application until a complete worksheet is submitted.

Upload completed budget worksheet for specific program on which you wish to participate. (REQUIRED)
Be sure to use the budget worksheet that corresponds to your first enrollment semester at Wooster – either prior to Fall 2025 or Fall 2025 or thereafter.
